What needs to be done

An integrated agenda for nuclear leadership

The federal government should engage the private sector in pursuit of an integrated agenda that strengthens domestic deployment, restores industrial and fuel cycle capabilities, expands financing and export tools, and deepens international regulatory and diplomatic engagement. These are the coalition's nine priorities.

Build U.S. reactors at home to win abroad

Demonstrating American nuclear technology on U.S. soil validates new designs, drives down costs, and builds the supply chains and operational experience needed for global exports. Fast-track deployment at strategic sites — defense infrastructure, data centers, and energy-intensive industry.

Modernize nuclear licensing

Build on the ADVANCE Act to make the NRC's framework more efficient, predictable, and technology-neutral — while ensuring the Commission has the expertise and resources to uphold safety and enable timely licensing of advanced and small modular reactors.

Strengthen the supply chain & industrial base

Rebuild the industrial base after decades of decline: secure key materials, revitalize domestic manufacturing, and standardize components across designs. A cross-agency approach — DOE, DOD, State, and NASA — keeps the supply chain in step with deployment goals.

Elevate nuclear in diplomacy & trade

High-level government engagement is essential to closing deals in state-directed foreign markets. Reactor exports create 100-year partnerships with allies, advancing U.S. interests in safety, security, and supply chains.

Leverage federal & multilateral financing

Maximize EXIM support, unlock the full potential of the Development Finance Corporation, expand USTDA and State feasibility funding, and press multilateral development banks to treat nuclear on a level playing field with other clean energy.

Align international regulation with allies

Deepen cooperation with allied safety agencies (Canada, UK, EU) to reduce duplication and accelerate licensing, while helping newcomer nations align with U.S. safety and nonproliferation standards.

Rebuild the U.S. nuclear fuel cycle

The U.S. relies entirely on foreign sources for the low-enriched uranium that fuels all 94 operating reactors — roughly 20% from Russia. Accelerate LEU and HALEU production, revitalize enrichment and conversion, and support take-back capabilities to match global competitors.

Expand & modernize the workforce

The nuclear workforce is aging and undersized. A federal strategy to train welders, technicians, engineers, and regulators is critical — without a robust human pipeline, both domestic deployment and exports will stall.

Maintain policy incentives

Tax credits — 45Y, 48E, and 45U — are revitalizing the fleet, enabling restarts, and de-risking advanced construction. Maintaining these incentives underpins both grid reliability and export credibility.
